Charles Wyatt Warren(Welsh 1908-1993) was a local government officer who was born and lived in Caernarvon. He was a self taught artist, belonging to several art groups, and usually painted local landscape and coastal scenes using a palette knife. This view displays the subject matter, and  impasto palette knife application of paint typically employed by the artist. However, the figure in the composition is more unusual as his paintings often just depict landscapes without any reference to humans or animals.
